What kind of agencies are there and what is the difference
between them:

Agencies who also have a 'real'
(physical) office, with real
human beings who give support and help their customers using
email, phone fax or during personal visits. But they use
internet to promote their services.

Agencies who only have a website, but
not a 'real' office (only one or more computers), they use
individual (oversea) contact persons to interact with the
female customers and maintain a database with information
about these female members.

Agencies or mail orders who only use databases
that are offered from other bigger websites, but use their own website skin
or layout. These 'others' can be a large network
of agencies or just one single person somewhere in Russia or
other CIS country who has contact with women who are looking

When you put your profile at a free MM-site, any person can
contact you
too. The initial contact can be both ways, it depends who is
first. If you want, you can just put your ad and wait. You also
can take the initiative by browsing (using a search or
matchmaking form)
through these sites and start contacting your favorite women.
This way of finding contact has advantages but also
disadvantages. Like I said, everyone can sign in at a MM-site,
nobody knows who is really 'behind' a person. With most agencies
this is different, they (the better ones) know their customers
in person and know that their (female) customers are really
serious to find a new partner abroad and often they perform
serious
background checks too. At MM-sites you can find any
person for any kind of contact. Unfortunately these sites are
hotbeds for scammers too. And it is you who has to find out if
the person behind the 'photo' is real or fake (and this counts
for the women too), nobody can help you with that, because there
are no human beings who are verifying the members. Like I
said, it's much cheaper then buying services at some agency,
but the risk to meet a 'scammer' is much higher. Again, the choice is yours.

Before you decide to
purchase a service at some online agency, just try to find
out what kind of company is behind the website. Try
to read more about the people who are working there, by reading
for example their 'About Us' or 'Who are we' page. Or send them
an email and ask questions about them, just to be sure that
they are real people who are operating that agency and not
just some artificial computer program. It's always
good to know with whom you are dealing with. Real agencies
should
publish their (postal) address and other official contact
information. Check their original location, or the administration
information of the website domain owner and contact info
(using the
www.whois.net service). If you can't find these information
because this information is hided for public, then just skip that
specific website, probably they have a reason to keep themselves
anonymous.
